HER+ in brief

HER+ (Renewable Energy Transition) is the successor to the Renewable Energy Grant. The new HER+ will focus on more innovative projects that lead to cost-effective CO₂  reductions by 2030 at the latest. HER+ is one of the Top Sector Energy subsidy schemes falling under the EZK and LNV national subsidy scheme. It provides subsidies for innovative projects that focus on renewable energy production through technologies such as wind energy, solar-PV and renewable gas. In this case, the energy generated is the equivalent to a given amount of CO₂ reduction.

In addition to the techniques for the production of renewable energy, it is also possible to subsidise innovative projects for other CO₂-reducing techniques, for example of CCS, H₂ production and electric boilers. These techniques are also included in an attempt to increase the pace of CO₂ reduction towards the climate targets.

    Themes within HER+

    Eligible renewable energy sources are

    • energy from water (hydropower, aquathermy, osmosis)
    • solar energy
    • wind energy, geothermal (soil)
    • incineration and gasification of biomass
    • fermentation of biomass

    The following projects are eligible. Projects that:

    1. make it cheaper to reduce CO₂ through advanced technology.
    2. make it cheaper to produce wind energy at sea.
    3. combine the generation and storage of renewable energy.
    4. combine the generation and smart control (smart grids) of renewable energy at the decentralised level.
    5. involve renewable energy options which are not covered by the SDE++ and for which additional production may be feasible through innovation.

    Subsidy budget

    The maximum amount of subsidy per project is € 6 million. The total subsidy budget for HER+ is € 50 million.

     

    Criteria

    • Only a partnership with at least one entrepreneur can submit a grant application.
    • Your project must match the description of the programme lines and objectives of the HER+. These can be found in the ‘Programmes for Renewable Energy Transition’.

    Aim of the subsidy

    The aim of HER+ is to achieve energy transition targets more effectively. HER+ projects must lead to a reduction in CO₂ emissions by 2030. In addition, HER+ projects must lead to savings on future expenditure on subsidies in the context of the Stimulating Sustainable Energy Production and Climate Transition Decree (SDE++) or to cost benefits that are greater than the subsidy that organisations apply for under the HER+ scheme.

    Type of projects

    Industrial research (IO)
    Planned research or critical investigation aimed at the acquisition of new knowledge and skills for developing new products, processes or services or for bringing about a significant improvement in existing products, processes or services.

    Experimental development (EO)
    The acquisition, combination, shaping and use of existing scientific, technological, business and other relevant knowledge and skills for the purpose of developing new or improved products, processes or services. It may also include activities aiming at the conceptual formulation, planning and documentation of alternative products, processes or services.

    Energy Demonstration Project (Demo)
    A coherent set of activities aimed at environmental protection that entails a technical and economic risk, whereby those activities consist of the applicant implementing energy efficiency measures or measures to promote energy from renewable sources using:

    •  equipment, systems or techniques that are new to the Netherlands, or
    • an application of equipment, systems or techniques that is new for the Netherlands.

    HER+ projects must focus primarily on the development and demonstration of technologies with a technology readiness level (TRL) of 6 to 8, although projects with a few work packages aimed at TRL 4 or 5 are not necessarily excluded.
