TOP SECTOR ENERGY STUDIES – IN BRIEF

Are you an entrepreneur in industry who wants to investigate the feasibility of an innovative pilot or demonstration project that can cost-effectively reduce CO2 emissions by 2030? Then you can make use of the Top Sector Energy Studies, Industry scheme. The Top Sector Energy Studies, Industry subsidy provides an annual subsidy for projects and research in the field of energy and climate innovations.

 Who is it for?

  • Dutch industrial companies (energy and chemistry)
  • SMEs
  • coporates

 

 What is it for?

The subsidy is intended to assist the carrying out a preparatory study and not, therefore, for the actual implementation of a pilot or demo project (see the DEI+ for that).

 

Criteria

  • A company, or a partnership containing at least one company, conducts the study.
  • Provinces and municipalities may participate in projects, but cannot receive subsidies themselves.
  • The study has a maximum duration of 1 year.
  • Projects must start no later than 6 months after the subsidy has been granted.
  • Projects may not be started before the subsidy application has been submitted.
Subsidy amount max. € 500,000 to € 2,000,000 per project.

Programme lines 1, 2, 3 and 5
Maximum 50% funding of the total project costs up to a maximum subsidy amount of € 500,000 per project.

Programme line 4 (CCUS)
You can receive a maximum of 50% funding for the total project costs up to a maximum subsidy amount of € 2,000,000 per project.

The following applies to both programme lines:

  • Medium-sized enterprises can receive an additional 10% grant on all eligible activities and small enterprises an additional 20%.
  • For a comparable study, you must submit a de minimis declaration and the subsidy cannot exceed € 200,000 per enterprise.

Themes within Top Sector Energy Studies

  • Closing industrial chains. In this programme line, you can apply for a subsidy for studies into subjects such as circular plastics and non-ferrous, bio-based raw materials, reuse and recycling.
  • A CO2-free industrial heat system. This includes studies in the context of design/redesign, process optimisation, including heat reuse, geothermal and climate-neutral fuels.
  • Maximally electrified and radically renewed processes. This theme includes topics such as hydrogen production, digitalisation and fuels based on electrochemical conversion
  • CCUS (capture, transport, reuse and permanent storage of CO2). Of all the themes, CCUS is the most specific. The focus here is on large-scale applications in the energy-intensive and chemical industry (including hydrogen production, waste incineration plants and greenhouse horticulture). This only concerns studies into the feasibility of large-scale CCU(S) projects and infrastructure.
  • Other CO2-reducing measures. This is a “residual category” for studies on other CO2-saving measures in industry which do not fit well within the first four programme lines.
PURPOSE OF THE SUBSIDY

The subsidy programme ‘Top Sector Energy Studies, Industry’ facilitates studies in preparation for a possible pilot or demonstration project. In short, it must involve an innovation that contributes to the climate agreement. The study investigates the opportunities and feasibility of the intended project and innovation.

Type of projects

Feasibility study (in preparation for a pilot project)
A pilot project tests innovative CO2-reducing measures in a practical environment. This involves experimental R&D work. The feasibility study consists of preparatory research into the potential of the envisaged pilot.

Environmental study (in preparation for investment in a demonstration project)
A demonstration project does not involve R&D work. Instead, investment is made into looking into practical applications. Such a study examines the envisaged environmental investments and provides insight into the best investment options.

Comparable study
This category can be seen as a small extension of the environmental studies that were previously excluded from the scheme, such as studies into advanced biofuels, CCU or projects where the environmental benefit is not realised by the investing party.
